Reduction of Truck Emissions at Port Facilities Competitive Grants Program

This NOFO will award up to $150 million in Federal funding to eligible entities to reduce idling and emissions at port facilities, including through the advancement of port electrification. The $150 million represents the combined amounts authorized for this program for Fiscal Years (FYs) 2024, 2025, and 2026. FHWA may also award any remaining and available funds from FY 2023 under this opportunity. The actual amount available to be awarded under this notice will be subject to the availability of funds. There is no minimum or maximum award amount for the RTEPF Competitive Grant Program awards.
Distance Learning and Telemedicine Grants

Authorized by 7 U.S.C. 950aaa, the DLT Program provides financial assistance to enable and improve distance learning and telemedicine services in rural areas. DLT grant funds support the use of telecommunications-enabled information, audio and video equipment, and related advanced technologies by students, teachers, medical professionals, and rural residents. These grants are intended to increase rural access to education, training, and health care resources that are otherwise unavailable or limited in scope. The regulation for the DLT Program can be found at 7 CFR part 1734. All applicants should carefully review and prepare their applications according to instructions in the FY 2026 DLT Grant Program Application Guide (Application Guide) and program resources. This Application Guide will be made available here and on the program website at https://www.rd.usda.gov/programs-services/distance-learning-telemedicine-grants. Expenses incurred in developing applications will be at the applicant’s own risk.
INFRA Grants

The primary goal of the Nationally Significant Multimodal Freight and Highway Projects (INFRA) program is to fund surface transportation infrastructure projects of national or regional significance that improve the safety, efficiency, and reliability of the movement of people and goods in addition to expanding safe, accessible public parking for commercial motor vehicles. The Department intends to execute project selections under this Notice of Funding Opportunity (NOFO) utilizing approximately $626.7 million in available funding. Specifically, this total includes: • $319.8 million in FY 2023 INFRA funds; • $106.9 million in FY 2024 INFRA funds; and • $200 million in FY 2026 INFRA Commercial Motor Vehicle Parking funds. The Department intends to make project selections using the currently available resources identified in this notice, as well as any additional funding that may become available for the program. Funding is administered through two distinct tracks: Track 1 utilizes FY 2023 and FY 2024 resources to support surface transportation projects of national and regional significance, while Track 2 is a dedicated carve-out of FY 2026 resources specifically for commercial motor vehicle parking projects of national or regional significance. Applicants must clearly identify their chosen track in the Project Information Form, as each track is subject to different selection priorities. Each applicant may submit only one application . Unrelated project components should not be combined into a single application to meet this limit. If an applicant submits more than one application, only the first will be considered.
National Culvert Removal, Replacement, and Restoration (Culvert Aquatic Organism Passage)

The purpose of the Culvert AOP Competitive Grant Program is to provide funding to eligible entities for the replacement, removal, and repair of culverts or weirs that meaningfully improve or restore fish passage for anadromous fish. Anadromous fish are born in freshwater and spend most of their lives in saltwater, returning to freshwater to spawn. Salmon are a well-known example of anadromous fish.

Thank you for your continued interest in this program. ------------ This notice announces a funding opportunity and requests grant applications for FHWA's Advanced Digital Construction Management System (ADCMS) as provided by Section 13006(a) of the Infrastructure Investment and Jobs Act (Public Law 117-58). Established in Title 23, United States Code (CODE) 503(c)(5). The program is intended to promote, implement, deploy, demonstrate, showcase, support, and document the application of ADCMS, practices, performance, and benefits. This grant opportunity will result in distribution of up to provides $20 million of Technology and Innovation Deployment Program (TIDP) funds per fiscal year for FY 2022-2026 to accelerate the deployment and implementation of ADCMS. Due to the imposition of the obligation limitation on the Highway Trust Fund, as well as reserving funds necessary for other activities to accelerate the deployment and implementation of ADCMS activities, such as peer exchanges, the development and deployment of best practices, and training, up to $17 million is expected to be available for each fiscal year from 2022 to 2026 for award under the ADCMS Program. The first round of awards will combine FY 2022 and FY 2023 funding, for a total of $34 million. The actual amount available to be awarded under each NOFO will be subject to the availability of funds and applications received. The Government reserves the right to make no awards under this NOFO.
