Nonprofit Organizations — ### Applicant Eligibility Information Eligible applicants are limited to culturally specific organizations that provide services to victims of domestic violence, dating violence, sexual assault, and stalking. For purposes of this funding opportunity, a culturally specific organization is a private nonprofit, nongovernmental, tribal, or community-based organization whose primary purpose is to provide culturally specific services to a culturally specific community and that has demonstrated expertise and experience serving that community. To be eligible, applicants must have a primary mission, organizational structure, leadership, and service delivery model that are grounded in and responsive to the cultural values, traditions, language, and needs of the culturally specific population served. Organizations that provide services to culturally specific populations but whose primary purpose is not culturally specific service delivery are not eligible to apply. Applicants must be registered and in good standing with all applicable State of Illinois and federal requirements, including the GATA Grantee Portal, and must be eligible to receive federal and state grant funds. Applicants must propose activities that are consistent with the purpose and objectives of the VAWA Culturally Specific Program and demonstrate how funded activities will improve access to culturally responsive, victim-centered, and trauma-informed services for victims and survivors from the culturally specific community served by the organization. — ### Additional Eligibility Information Applicants must meet the definition of a culturally specific organization and demonstrate a history of providing culturally responsive services to victims and survivors from the culturally specific community identified in the application. Applicants must have the organizational capacity, expertise, and infrastructure necessary to implement the proposed program and comply with all applicable federal and state grant requirements. Funded activities must be consistent with the purposes of the Violence Against Women Act (VAWA) and support services for victims of domestic violence, dating violence, sexual assault, and stalking. Proposed programs must incorporate victim-centered and trauma-informed approaches and demonstrate how services will address the unique needs, barriers, and experiences of the culturally specific community served. Applicants must be registered and in good standing with the Illinois Grant Accountability and Transparency Act (GATA) Grantee Portal and must not be suspended, debarred, or otherwise ineligible to receive federal or state grant funding. ICJIA reserves the right to request additional documentation to verify an applicant's eligibility, culturally specific organizational status, service population, organizational capacity, and compliance with applicable grant requirements.

About this grant

The Violence Against Women Act (VAWA) established the Services, Training, Officers, Prosecutors (STOP) Violence Against Women Formula Grant Program to support a coordinated, multidisciplinary response to domestic violence, dating violence, sexual assault, and stalking. The STOP Program is designed to strengthen the criminal justice system's response to victims and survivors through: • Enhancing victim services. • Supporting training and education for law enforcement, prosecutors, judges, court personnel, probation officers, victim service providers, and other professionals. • Improving policies, protocols, and practices that promote victim safety and offender accountability. • Strengthening collaboration among criminal justice agencies, victim service providers, and community partners. Federal law requires states to allocate a portion of STOP funding to culturally specific community-based organizations and to programs that address sexual assault. The Illinois Criminal Justice Information Authority (ICJIA) administers STOP Program funding in Illinois in accordance with federal requirements and the Illinois STOP Violence Against Women Implementation Plan.
